In order to move towards a type of maintenance that is more preventive than responsive, this paper seeks to make available for use by the Regional Roads Directorates (DRV) a kind of prioritized portfolio of projects, called “Proposals for Preventive Maintenance Actions (PAP)” with scope in paved roads under the jurisdiction of the Roads Directorate (DV). This proposal is based on the results of the automated analysis of structural and functional parameters, carried out by the Road Management Department of the Development Sub-Directorate (DGV-SDD) of the DV, complemented with information provided by each DRV. This work presents the methodology used in the search for the criteria for the selection of the best conservation action proposal, based on: a desk analysis of the technical documents for paved road conservation, called Proposals for Maintenance Actions (PAM) and Five-Year Conservation Portfolios (CQ), issued by the DGV-SDD; on-site inspections of paved road sections under the responsibility of seven DRVs; and a desk analysis of the information gathered during the regional visits carried out. This document finally concludes that for this proposal to be efficiently implemented, the associated information must be permanently updated and there must be good communication between the Central Level and the DRVs.
