Procedure for the Generation of a Conservation Road with HDM-4

The objective is to present the procedure for generating a Five-Year Portfolio of Periodic Maintenance Projects for paved roads using the HDM-4 Software, intended for use by the Direcciones Regionales de Vialidad. The Portfolio is based on the technical-economic evaluation of conservation policies. Its implementation requires databases that allow for characterizing the road network to be evaluated. The main aspects needed for the road network evaluation include the pavement structure, structural and functional condition, and Annual Average Daily Traffic (AADT).
Through the economic evaluation process of conservation policies, the goal is to identify those activities that maximize the social benefit of public investment, resulting in a conservation portfolio to be executed over a specific time horizon. The results obtained are for each segment with homogeneous characteristics at the track level, which may be of very short length to generate a maintenance action of sufficient length for a conservation project to be tendered. Therefore, these results are processed using a computational routine that generates sections of at least one kilometer at the roadway level. The conclusion is that the procedure employed provides the Direcciones Regionales de Vialidad with a tool based on technical and economic grounds for decision-making and supporting managerial management.
