Methodology For Determining the Critical Road Network

The road connectivity of a territory enables its social and economic development and functioning, making it essential to identify a road network that provides an adequate level of service for the country and its community, and that must remain operational under any circumstances. Therefore, within the Subdirectorate of Development of the Dirección de Vialidad (DV), there is a need to develop a methodology for identifying a Critical Road Network (CRN), based on the territorial needs of the region. These needs can be addressed and measured across three main dimensions: intrinsic characteristics, annual average daily traffic, and extrinsic characteristics. Through the construction of a model, this approach allows for the identification of segments with varying levels of criticality. From this identification of critical segments of the network, both structural and non-structural measures can be proposed to increase the resilience of the road network. Indeed, this document proposes a methodology based on expert consensus and a prospective approach to extend the analysis prior to the identification and prioritization of Road Project Portfolio initiatives that contribute to strengthening the resilience of the road network, incorporating relevant information for each region and highlighting the specific characteristics of the territory as a complementary decision-making criterion
